Career and technical education reform bill approved by Congress

The House and Senate have passed the Strengthening Career and Technical Education for the 21st Century Act (H.R. 2353). NRCA supports this legislation as one method to help address the roofing industry's future workforce development needs. The approval came after months of behind-the-scenes negotiations between Republicans and Democrats to resolve several policy disagreements in the House version of the bill.

H.R. 2353 includes reforms and improvements designed to make career and technical education (CTE) programs more responsive to employers' workforce development needs, such as:
  • Expanding opportunities for work-based learning programs
  • Strengthening incentives for the development of industry-recognized credentials
  • Providing new opportunities for collaboration between employers and educational institutions to meet local workforce needs
Additionally, the bill increases authorized funding levels for CTE programs during the next five fiscal years.

President Trump is expected to sign the bill into law during the next few weeks.
